Family sharing

For some reason I cant figure out when I click on my iCloud in settings I’m unable to click on, find my, iCloud or family sharing. Iv tried lots of different things but am unsure why I can’t click on it

We understand that you're having trouble accessing iCloud. Per the alert at the top of your screenshot, are you able to select and review the Terms and Conditions?
