Why do I continue to get update notices for Apps I have deleted? I deleted them for a reason; I will not update them and want to get rid of the ever increasing list of updates for deleted apps.

Please tell us which iPhone are you using along with which iOS version?
If you are using iOS version 14/15 then you have something called the App Library. You may have simply removed the apps from your Home Screen and not Deleted them. When you just remove the apps from the Home Screen, then they remain on your iPhone and in the App Library. You are therefore getting the update notifications.
Reach the App Library by continuing to SWIPE LEFT on your Home Screen until you reach it. Find the apps you want to delete and then choose the delete option to delete them.
NOTE: Some built in Apple apps cannot be completed deleted.
If you do not find the DELETE option when you attempt to delete an app, then check your screen time restriction limitations by opening ettings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.
