Can I purchase more storage for my iPad from the iCloud?

The storage on iCloud is Backup Storage. If you go to www.icloud.com, you can upload files there, Backup your Apple devices, and so on. It's not a hardware upgrade if that's what you are looking for.

If you go to Settings -> General -> Ipad storage it will give you a recommendation on how to free up storage.
