Well, the article I provided you is how you would close any app ... which is really unnecessary. Did you first swipe up from the bottom to the middle of the screen? Then swiped either left/right until you found this app? Finally, swiping up on that app once you found it? ... and none of this worked? If so, is that true for any app that was running?
I am completely new to the iPhone genre, but my grandson came to my rescue & assisted me in learning new things. I was swiping up from the center but too quickly - my grandson it more of a drag to you see the white or black bar, then swipe.

If you have Garage Band open then swiping up would not work.
You need to swipe left to right twice, then tap on any available icon e.g. settings, and only then will two-finger swipe-up work.
Not sure if it's only iPhone 13 Pro, as I've just switched from Android.
