Screenshare limitations downgraded

When a Mac mini has no display connected, viewing through screen sharing is limited to 2k with the last few iterations of MacOS. Is no one at Apple aware this is a downgraded functionality?

However when 4k monitor is unplugged and mini restarted 4k resolution is no longer a choice. I’ve owned most Macs over last 37 years and it seems these basics are slowly breaking/disappearing

That makes perfect since, no 4K display no 4K output. Plus that is the same behaivor I see, when I disconnect the display from the Mac Mini that I use as a media server.

Actually it’s nonsense, I have been using 4-5 hi res monitors for years, to track stock charts in window(s) coming from a server machine, such as mac minis and laptops. This way I can use a single keyboard and mouse to monitor multiple machines. This way a single Mac can act as a thin client to all processing power you want. Resolution choices need to come from graphic processing power NOT what is plugged into a port. Some people have answered that you purchase a fake plug to trick the OS.
