All recent models of iPad feature either TouchID (such as your iPad9), or FaceID - but not both.

TouchID and FaceID are implemented using very specific hardware. TouchID uses an optical touch sensor that is built-in to either the physical Home Button - or for the iPad Air4 and mini6, within the Top (Sleep/Wake) button.

FaceID instead uses a sensor array that includes an infra-red dot matrix illuminator and camera.

Given that both technologies utilise very specific hardware, all current models of iPad can only support one of these technologies. Adding software, or experimenting with settings, cannot add capabilities for which hardware is not present.
