My iphone xr is frozen and wont let me restart

My phone doesnt let me restart but it does let me turn it off. It is frozen on safari and it wont let me change apps. i tried to connect it to itunes on my computer but it wouldnt let me. Any suggestions?

Press and quickly release VOLUME UP
Press and quickly release VOLUME DOWN
Hold the SIDE button until an Apple logo appears (15-30 seconds)

The operative word here is QUICKLY; and try it a couple of times, the timing is a little tricky.
