At least Series 3 is very limited in its capacity, and I’d assume Series 2 as well.

In the Watch app > General > About > tap the model code shown at the right and it’ll change into an A code, and either post the A model code shown, or the A code will be included in the following list, too: Identify your Apple Watch - Apple Support
Your desired complications have to be compatible with your Watch series, and older watches are more limited, in terms of available storage, complications, and hardware features.
It hasn't happened yet but I just turned my phone off and on again. I will try once more.
The Complication isn't there to add. I guess my real question is how do I add to my complications?
I can't even add or subtract a Complication as I open my watch Complications is not offered!
Do you have a 1st generation watch?.
In the watch app tap on the picture of your watch face at the top of the screen,then change complications on the page that opens.
You can only add complications if they are compatible with your watch and on older watches that is very few.
