Hello Karni Grunberg.
No, both devices don't have to have the SIM card installed at the same time. No, it is not possible to cut a SIM card to fit. You'll need to contact your cellular carrier. They can exchange the SIM card for one that will fit. This does not necessarily mean changing your phone number. Speak to your cellular carrier for details.
Cheers.

Hello and welcome to Apple Support Communities, Karni Grunberg.
If we understand your post correctly, you're moving from an Android device to iPhone. We’d like to help.
Follow the steps in this article:
Move from Android to iPhone, iPad, or iPod touch
You'll need your SIM card in your iPhone. If it's the wrong size you'll need to contact your cellular carrier.
To find out which SIM card size you need see this guide:
Learn which size SIM card your iPhone or iPad uses
Let us know if that resolves this issue for you.
Thanks for using the Apple Support Communities.
Hello Mario,
Thanks for reply. The XR is new, without a SIM card yet. The Samsung is the old one that has a sim.
1) While the transfer process, do both phones need to have a SIM installed ???
2) As I want to keep my phone number (the Samsung will be sold...) is it possible to cut the SIM to fit into the iPhone XR ?
