I want tio use my bank's bill payment system (I do not want to give Apple access to my bank account).
My bank's bill payment system requires a mailing address and phone number - what should I use
that is not possible you can only make payments using the prescribed methods in the link you posted. Apple won't have your numbers. Everything in encrypted.
