Is the menu size of the menu at the top of the page dependent on the screen resolution? I want to make the menu larger without making the texts on the desktop pages larger and app bar larger too.
Can that be done?

The Menu bar across the top is tied to the screen resolution, there is no other user preference.

I do not remember seeing this prior to the macOS 11.0 Big Sur... I do know user have been asking for this as a preferences setting for quite sometime.

Actually, Open System Preferences > Accessibility > Display. You have a choice of Default or Large "Menu bar size:" the difference is small. You have to logout/restart to see the change.
