Am I able to change the folders that my apps go into in App Library?

I just got a new iPhone and did a back up of my old iPhone. Super easy, except it is grouping all of my apps into 'Other' and almost all the other folders or categories in App Library are empty. Can I change which folder the apps go into?

No. Unfortunately, the app library folders are not customizable. The sorting is automatic and cannot be changed.
