iPad asking for Passcode for "Other iPad" Ipad(2) when setting up iPad mini after full reset

i am passing my original iPad mini down to my grandson. I reset all the data/content. Setting up as a new ipad. Created a passcode. Chose language, location, added Wi-Fi, location services

then it asks me “enter the passcode for Other iPad. Access to your account is protected by the passcode for “ipad (2)” [which is my everyday ipad]. Your passcode is encrypted and cannot be read by apple.

it allows me a 4 digit pin. I enter my correct passcode.

message “Incorrect Passcode. Enter the passcode for your other pad”

Have no idea what it is taking about. But gives me the option “forgot iPad Pro passcode?”

so I try that option. My iMacAir is listed, my iPad Pro and my iPhone. I try all three and still get the same message. Incorrect Password

I saw in a forum to turn off two-step verification. That is no longer an option with Apple. It cannot be done

i am now at an impasse. Can’t reset the iPad mini again and can’t go forward

As described, you may not have correctly prepared/wiped the iPad in readiness for a new user.

You would be best advised to start again - by following this process to ensure that the device is fully reset and disassociated from your own AppleID and device(s):

What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support

Following this process will disable Find My iPad (necessary to avoid Activation Lock issues), fully sign-out from the App Store and iCloud - and erase the iPad.
