I live in USA (ECG approved) and my apple account also has USA configured as the country, but I travel a lot for work.
Could the OS be using GPS location?

I am an unpaid volunteer trying to help people,but when I come across an attitude like yours I wonder if it's worth it.

For the ECG app to work on your watch the ECG app has to be approved by;
A. the government of the country in which the watch was bought and
B.the government of the country in which you reside.
Yes users on this forum have reported that ECG doesn't work in an unsupported country/region.

Yes, I am one of them. I am looking for a solution, not reassurance.
Rules are rules,ECG requires governmental approval because the watch becomes a medical device.
