Stop Macbook from offloading desktop files to iCloud

Hello Community!

I was wondering if there was a way to get my MacBook to stop offloading my desktop files. I would still like to access them through Files in iCloud from my phone, but all of my files, including ones used recently, are being offloaded. I have more than enough storage on my MacBook to handle these small word documents, so I am not sure why my MacBook keeps offloading all of these files. Please let me know and thank you. I apologize if this has already been answered, but most of the questions I found regarded turning off Files from iCloud completely.

MacBook Pro 13″, macOS 10.15

Apple menu > System Preferences > Apple ID > iCloud (in left sidebar of preferences window) > remove check mark in front of "Optimize Mac Storage" near the bottom right side of the preferences window.
