Someone is trying to send me money but are unable to because they get a message saying that I can not receive Apple payments at this time

Have you already set-up Apple Pay and/or Apple Cash on your iPhone?

If not this Apple Support article will walk you through the requirements to be able to set up the features and explains the possible verification steps to complete the set up.

Also note the age and location restrictions in case either is relevant.

This Apple Support article is much more specific to your issue and will likely be more helpful. It also has a link to contact support once you have checked all the settings, etc… if the issue was not resolved.
