There is dark and light blue liquid spreading across my Touch Bar

Use the Get Support link in the upper right of this webpage, and discuss your options and alternatives directly with Apple.

Since this is a hardware issue, your best bet would be to reach out to Apple support directly or bring it in to a store and have them look at it.
