An iPhone with 5G and while connected to a 5G network can update over cellular.

If you want or need to use cellular data, you will want a MiFi from your carrier.

Otherwise, Wi-Fi or from a directly-connected computer, as described in the reply above.

You cannot. You'll need Wi-Fi or to download your update through a computer.
