Setting up a new phone

how can I transfer files and data from an iPhone to another iPhone after partially starting up the new iPhone all because I wanted to start taking pictures 🤦🏾‍♂️.

now I can’t find the option to transfer again and I don’t want to take it back to factory settings cause of the pictures I already have on it.
