Safari Certificate Expired/Can't Open

I keep getting "safari can't open server because it's not safe." or "certificate expired" on frequently visited websites. I've confirmed time/date is correct, used Clean My Mac, restarted, changed DNS to Google Public, checked for updates, etc. It's maddening. Any help is appreciated.

MacBook Pro 13″, OS X 10.11
