A keychain cannot be found to save

We have several users receiving this error message for various apps (Chrome and Zoom primarily). Happening on both Big Sur and Catalina. Some users are Macbook Airs, others are iMacs. Users have updated OS and the apps. We've tried to reset the keychain to defaults despite losing all that data. No change in the error message.
