MacOS updates not showing up on Mac

I cannot download or update apps because they require macOS 14.0 or later. My macbook Pro 2017 13-inch says that there are no updates available but it is in macOS High Sierra version 10.13.6. When I go to the app store, it says it is up to date and there is nothing in my system preferences that refer to a software update except the app store settings which I have now turned automatic updates on. How do I get the most recent version? Or just a more recent version?
