Perform the Following:
Reenable iCloud Drive in iCloud preferences, and then select what you want to sync.
- Go to: System Preferences
- Click: Apple ID (top-right of window)
- Select: iCloud Drive (so that it has a check)
- Select: iCloud Drive (so that it has no a check)
- Select: iCloud Drive (so that it has a check)
- Click: Options... button
- Select: Each listed item that you want to sync with iCloud
