App store sing in loop

I just bought an m1 MacBook pro and tried sighing in to the app store but get stuck in a loop between a sign in screen and a pop up that says "this apple ID has not been used with the app store. please review your account information" when I click review I get asked to sign in again then get the same pop up. I saw a discussion that said I needed to add a payment method and directed me to a page with instructions on how to do so. unfortunately the instructions gave the first step as "sign in to the app store" so that isn't going to work.
