change download location Big Sur

How do I even change my download location in Big Sur ? Every file that I download in safari goes into the download folder. I don't want that, I want them to be downloaded in my hardisk. Other Macs system can just find that in Preferences > General, but somehow this stupid Big Sur dumb system design to change the location to god know where it is. Honestly what's the point of keep throwing things into different locations with every new os? Btw Big Sur sucks why is it even designed god this is frustrating.
