Synchronising your iPad and iPhone Contacts, Calendar, Notes, Reminder etc is straightforward - assuming that both devices are signed-in to iCloud with the same AppleID.
On both iPad and iPhone:
Settings > [Your Name / AppleID] > iCloud - simply enable your Contacts (and other services)
