can't finish homekit

I'm trying to connect my Apple TV HD to my homekit and after once connecting to home set up, it's now prompting me to "Finish Home Set Up". After selecting this, it says "Add This Apple TV to Your Home" again, and after follwing the three steps, doesn't prompt anything on my phone. I've also tried going to the home app and adding the apple TV that way but it doesn't prompt anything either.
