I’ve sent several iMessages to another I phone user, they all show “delivered” , but I’ve not received responses when I have before, did they receive the messages? Or is it an iPhone issue?

The messages were reportedly delivered.
If read receipts are enabled by the recipient, the recipient has not yet read the message.
Which in aggregate could mean that the message has been received on one of various devices (but not one they're looking at right now), if the recipients devices are not configured for iCloud Message sharing and/or Continuity, or can mean that the recipient is ignoring and/or has muted your messages.
Or there's been some sort of iMessage glitch, which has happened.
You'll have to check with the recipient.
