iphone no longer records audio from voice recording apps or when making voice calls

iphone no longer records audio from voice recording apps, including apple’s VoiceMemo app, but records audio when recording video. All apps have “permission” to record audio, under Settings/ Privacy/ Microphone, (although VoiceMemo app is not listed there).

Both front and back microphones work when recording video, but nothing works when recording audio.

I seem to remember a way to turn some microphones off and on, but am not sure where that is now and maybe it was from an older iOS.

Also, no one can hear me when making vice calls, unless I use earbuds or similar.

There is no case to obstruct front or back microphone and they are free of debris and dust. They work when recording video, so they are working, it seems like there’s a setting or something.

I restarted the iphone and did the reset thing too, but not a full restore.
