Is there a way to setup a child profile on an Apple TV? Like you would on an iPad restriction on everything and require adult approval for apps? Or screen time? For example on Google TV children have separate profile and can’t access any apps on adult profile.

You can set up child accounts (which is not the same as profile). That would then use their age for age-appropriate content from Apple services. App buying could then require approval, as part of Family Sharing. You’ll need to do the setup on an iPhone, iPad, or Mac, same as Family Sharing.
Screen Time is currently not supported on Apple TV. But you can set certain restrictions.
