How to create an Apple ID for a child without using an Apple device?

Have searched for an answer to this everywhere but couldn't find it.

  1. I have an old Apple ID I created in iTunes on Windows. Now I have bought an iPhone for my daughters birthday. But how do I create an Apple ID for a child (she is under 13) without an Apple device? All other family members use Android phones or Windows laptops. Can you create it from iTunes?
  2. If not, the only other option seems to be to violate the rules and create an Adult account for her? This seems backwards.

If the child is less than 13 years old, you will need to set up Family Sharing. It can be done using one device, but it is a bit more difficult using only one device. On the device, sign into Settings/Your Name with your Apple ID and set up Family Sharing. Create the child's ID. Sign out of your ID and sign in with the child's ID. Swap Settings/Your Name  in as required.
