Availability of the Personal Hotspot is a Cellular Carrier feature. Both your SIM card and your Cellular Service Plan must allow “tethering”.
You will need to contact your Cellular Network Provider for assistance.

Ah - you are using a phone SIM with your iPad. This may itself be the source of your problem.
Most phone SIMs are not intended to be used with tablet computers such as iPad.
DataSIMs are provisioned differently by the Cellular Network Provider.
Personal hotspot isn’t working
The SIM card used is the same I used for my previous IPhone 7 ,it was working fine .
so if your thought is right what should I tell the cellular provider?
Must the data Sim be charged?
