imessage and Factime is activated in my phone, if i restart my phone it ask for activation again and phone number is not activated for imessage and Factime even if carrier charge is deducted for activation.

Actually I am able to send message but in the send and receive there is not phone number nor the id is shown says waiting for activation. Each time the carrier deduct the amount for activation of phone number but incase if I power off and on the phone it will deactivated again
