" Contact ITunes support to complete transation " mesaage

I bought my IPad2 two days ago and I can't download applications from Apple Store because I have to "complete my Apple ID"

I signed in, I wrote all the information I had to. But when I press "Submit" i've received "Please contact ITunes support to complete this transaction.

I saw some things on Internet but they didn't worked. So.....help me pleaseee

Since it says to contact iTunes Support, do this:

1. Click on this link --> https://support.apple.com/choose-country-region/media-services

2. Select your country

3. Select: Billing & Subscriptions

4. Select: Subscriptions & Purchases

5. Select: Update payment method

6. Select a chat session or a phone call.
