iMac 19,1, macOS 11.6, Apple Photos App: I identified a group of photos as HIDDEN, so Photo App put them in a HIDDEN folder. However, when viewing my ENTIRE library of photos in Apple Photos the hidden photos all show.
This did not used to happen, what has changed? I don't want to see hidden photos anywhere WHEN I HIDE THEM.

Bingo, they were duplicates. Have no idea how these specific images were duplicated. Thank you.
Hidden photos don't appear in either of those places for me.
Are you sure you don't have duplicates that are not being hidden?
As a test - right click on an image in the recents or imports folder, and hide it. Does it disappear?
I'm sorry, I made a mistake. I only see the HIDDEN photos when I click on either: RECENTS or IMPORTS. So I do not understand if images are hidden, why am I seeing them in RECENTS or IMPORTS?
