ITunes and Apple Store Disabled

I don’t understand how or why my I Tunes and Apple store is disabled. I am unable to update or download apps. Could you please recommend how I can fix this or if support can.

It can't be enabled from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
