Is it possible to upgrade the operation system on a iPad mini 1st generation? The current is iOS 9.3.5 and it keeps saying that it is up to date.

That is the correct version os iOS for that iPad. To update to a newer version, you would need a new iPad.

Your iPad mini first generation has been upgraded as far as it can be upgraded, and can be upgraded no further.

Your options for access to newer apps and newer iPadOS versions are a newer (used, refurb) or new iPad.

Any recent iPad model will be substantially more capable than the iPad mini first generation, too.
