How do I remove my sister’s name and address from my Apple Pay? Is this the reason she can’t use hers?

When you use Apple Pay, a credit/debit card of your choice is used. The address of the owner of the credit/debit card does not change because the address is associated with the card and the bank that issued it.
I believe that you are referring to the Shipping Address used in Apple Pay. If that is the case then, open Settings ➔ Wallet & Apple Pay ➔ Shipping Address: Here, you can Edit, Delete or Add a new Shipping Address.
