Why can’t I get my phone to factory reset to brand new

I’ve tried every way to factory reset my phone, but I won’t give me the option to reset to brand new .

I’m on 15, I know my password and everything it just never gives me the option reset like brand new be going on for 10 months every since my iPhone six got stole
