No, you cannot add widgets to the Control Center, however you can add other functions to the Control Center. Open Settings ➔ Control Center: Here you can look at the list of items that already exist in your Control Center and items that can be added to the Control Center.
On the other hand, you can add widgets to the Today Screen. You can get to it by SWIPING RIGHT on the first Home Screen. If you scroll down on this screen then you begin Editing/Adding Widgets there.
