I gave my old iPad to my brother we can not get past activation code I do not know old iCloud I’d and password they apple Suport had me change it it old iPad does not show up in list of devices how can I make work I do have apple support on my new iPad

You may be able to take your iPad with all of your pertinent info such as your id and receipt in to Apple and get some additional assistance. You as the original owner will have to take it in though.
