"Add a Trusted Device":
Put your car in Park, and then add it as a Trusted Device.
I had the same issue. I removed the old phone from the car first and then added the phone again to it. You just need to go to bluetooth on your phone and accept Lexus as a device to pair. It will show a code which you have to accept. Then you can transfer /update all your contacts again. It works fine now for me.
I have tried this multiple times on my 2010 Volvo XC60 and new iPhone 12 Pro. I punch in the code Volvo proved and it connects. But I can’t make or accept calls. Even tried my wife’s new iPhone 13 pro. Neither of the handsets work. All other models work, 12 pro, and 11 pro.

Perform a Full Resync:
Seems to be the car itself giving you the troubles. Resync it all: Remove the phones from the car, and then the car from the phones. If Bluetooth is enabled, then disable it, and then enable it once more.

Clear "Other":
Clear the storage named "Other". It basically contains unnecessary files such as caches that are used for system ease of use - all of which gather over time: How to Clear "Other" in your iPhone's Storage - Use Backup - User Tips. Caches would be being used for remembrance of application use. So, clearing other may be the way to go about this, as it would be performs through use of a computer.
Is it possible the software on the car is outdated? I have a 2013 Lexus GS 350. My new iPhone 13 paired once and played fine. The next time I got in the car it had dropped and would never pair again. The exact same thing happened a couple of years ago in a different 2014 model car (not a Lexus) when I got a new IPhone 11. I contacted that manufacturer and they said they know the new iPhones can’t pair, the problem is their software, and they have no intention of updating it! An auxiliary cable or speaker may be the only solution. Ridiculous!
I have been to the Apple store six times, the car dealer, and the Verizon store. I am repeatedly told that it is an Apple issue and the Apple store, text, phone helpers cannot solve the issue. Extremely disappointed I paid $1200 and cannot get my money back.
Also having the same problem! My iPhone 13 isn’t being recognized by my 2017 Lexus IS 300. I guess if this issue isn’t fixed I’m gonna go get my money back! My iPhone 11 connects just fine.
Get a hammer :D

Had anyone tried 15.1.2 or 15.2 betas to see if it fixes the issue?
Can’t pair my iPhone 13 pro to my Lexus. Do I turn off blue tooth in settings. Do you mean car Bluetooth or phone blue tooth?
New 13 pro constantly drops from the car's Bluetooth (2019 vehicle) creating a very dangerous situation. The Bluetooth works with the iphone 8 and 11. I have tried dozens of solutions to no avail.
I have contacted Apple support in the store, on the phone, and via text. No success.
