IOS 9.3.5 doesn't have an update

For some reason my IOS 9.3.5 doesn't have an update. Whenever I click on "software update" it says it's up to date. But when I click on a certain app it says that I need to update to "IOS 12.4 or later". What do I do? Is there someway I can update my pad even if my system shows that there isn't an update to be made?

Just for reference, the iOS and iPadOS update system is designed so that it detects the hardware requesting the update, and only ever offers the most current version compatible with that detected hardware.

So there is no choice with iOS and iPadOS updates. The system will either tell your specific hardware device is up to date, or it will offer you the most current release that is supported on that hardware (which may not be the most recent public release if your hardware does not support it).

Hello ~ If you have the iPad mini 1 gen… which I suspect that you do by the iOS you are running…it cannot be updated any higher. If you would like to use a higher version of iOS you will need a newer device. You can go to the black line at the top of this page and click on iPad to see the new choices. If you contemplate a used device I would urge you to read through the info below :
