I want to change my Apple ID region but it has some balance , would you please check it and make it 0 so I can change its region ?

Nobody on these boards can. Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
