Why is it telling me when I go to my App Store and download a game it says they have a billing address

The same thing is going on with me. It says review billing info so I do that, but then it says verify password so I enter it and it leads me back to billing info, repeating this cycle. I’ve done this 20 times already and it’s annoying.

Because they want you to verify your billing information for security reasons.

It’s not letting download a game because it says billing address or something
