Screen blocked with "This device wants to use your iCloud account"

I continuously keep getting this message for one of my MacBooks on another MacBook: "This device wants to use your iCloud account".

It doesn't go away but instead keeps notifying with additional cards on the right side of the screen. I've tried to approve/deny but it doesn't help.

It's annoying and frustrating. I have to keep dismissing 1000s of notifications all day.

In Sys Prefs>iCloud uncheck everything... does it stop?
