Are you using a shared or open community WiFi network? If so, it is possible that while some of your own network traffic may be encrypted, local network traffic on your shared WiFi network is being manipulated or blocked by another user of the same network - such as your neighbour.
A common vector that may be exploited is DNS - although there are other ways to disrupt your traffic. In such circumstances, take some solace in understanding that it is highly unlikely that anyone (including your neighbour) has remote access to your device.
A possible solution to “interference” is to use a commercial VPN product to shield your “local” network traffic from other users of the same WiFi network. If considering a VPN product, choose wisely. Avoid VPN services that claim to be free. VPN services cost money to run - and if you are not paying for the service, it is being monetised through some other means. Suffice to say these services should generally be avoided.
