Why can't I get safari as my browser again?

Is this the web site that appears https://www.centurylink.com ?? If so, change where Safari opens .

To do that open Safari >> Preferences >> General tab. Half way done the page look for Homepage and change to whatever website you want

Can this be put in context ?? As in, click Safari Icon in Dock and get CenturyLink instead ?? Or when opening Safari it goes to CenturyLink ??
