The Applications icon in my dock changes to the icon of whatever app I installed last. Right now it's the icon for Adblock Plus. This has been the case in many previous versions of MacOS as well.
If it is set as a Stack ordered by last use, you will see the last used app on top of the Stack.
You can change it to view as a Folder. Ctrl-click on the icon in the Dock to alter the settings for that item.

That is what it's supposed to do?
If I remember correctly. I don't keep the Applications folder in the Dock.
