The direct answer to your question is generally yes. This would only be no if the device has Find My turned on.
To remove the disabled status follow this link and complete the steps, you'll need a computer to complete the steps.

After completing these steps you'll find out pretty quickly if Find My was turned-on because the device will go into activation lock if it was before restoring the device.
To remove this you'll need to go to iCloud.com/Find, click on the device, and remove it from your account.
If you forgot your appleid information and can't recover it you'll have to send in proof of purchase on the online web portal apple provides to remove the activation lock.
